majors and consulting firms, facilitating both US and International projects
- While working for Union Pacific Resources, she was involved with the rulemaking
that initiated hearings and approvals for horizontal field rules for both Texas
and Louisiana
- Expertise with all City, County, State and Federal permitting, rules and
regulations
- Management and organization of Regulatory Due Diligence for major company sales

Don Butler
Senior Project Manager - Regulatory US |

Don Butler joined New Tech Engineering in February 2008, adding over 30 years of
technical, regulatory, and environmental, health and safety experience to the
company. Don graduated Cum Laude from the University of Texas at Dallas with a
Bachelor of Arts in Government and Politics and also holds an Associate of
Science in Petroleum Engineering Technology from the University of Pittsburgh at
Bradford. He is a member of the Society of Petroleum Engineers and co-author of
Environmental Engineering For E&P Activities SPE Monograph Vol.18.
- Matriculated through various positions of responsibility with various domestic
and international firms, specializing in both onshore and offshore regulatory
and environmental compliance.
- Commands proficient technical knowledge of upstream and downstream operations,
backed by experience in the field.
- Has successfully integrated regulatory and ES&H aspects into a host of
inter-departmental projects involving geology/geophysics, land, drilling,
production, marketing, accounting and legal affairs.
- Adds senior level international project management capability to the regulatory
and environmental compliance arenas due to diverse experience, education and
training.

Deborah Hawthorne
Senior Project Engineer- Regulatory |

Deborah Hawthorne joined New Tech Engineering in June, 2008 adding 30 years of
petroleum engineering, regulatory, pipeline construction/ management, air
permitting and senior project coordination to the company. She has extensive
experience in federal and state affairs and hearings, Project experience with
major oil and gas industry companies in Texas, Louisiana, Oklahoma, Kansas,
Colorado and Wyoming. Deborah graduated from Texas A&M with a Petroleum
Engineering Degree.
- Former Senior Staff Reservoir Engineer with Anadarko Petroleum Corporation,
specializing in horizontal and deep well hearings.
- Senior Engineer for project management for design and construction of gas
gathering lines and salt water pipelines for Gathering Systems in Texas and
Louisiana.
- Expertise in state and federal drilling and production regulations.
- Recognized in the industry for strengths in state and federal regulatory
affairs, air permitting and project coordination.

Andrea Rybacki joined the New Tech Engineering regulatory team
in the Canonsburg office January, 2009 after an impressive career with Linn Energy, LLC and Linn Resources, LLC.
- Possesses a range of experience in regulatory and environmental compliance across the Appalachian Basin, dealing routinely with the PA Department of Environmental Protection and the Susquehanna River Basin Commission.
- Advises staff and clients of changes in state and federal statutes and regulations.
- Conducts research for staff Senior Project Managers necessary to complete client deliverables in a timely manner.
- Coordinates water withdrawal and drilling fluid disposal options for New Tech clients operating within the Appalachian Basin.
- Manages PADEP and SRBC public notice requirements.

Walter W. Jenko
Senior Project Manager, Regulatory - Canonsburg, PA |

Walt joined New Tech Engineering in September, 2008 bringing over 36 years of
project management and engineering experience to the company. He graduated from
Penn State University with a Bachelor of Technology Degree in Water Resources
Engineering and is a Registered Professional Engineer. Throughout his career to
date, Walt has managed large and time sensitive water and wastewater projects
throughout both Pennsylvania and Maryland.
- Water and wastewater engineering and studies for system evaluations with
preparation and documentation for permitting and regulatory agency review.
- Obtaing earthwork disturbance permits from governmental agencies.
- Project management through preparation of engineering and environmental
proposals, execution of agreements through interaction with numerous municipal,
state, federal government agencies.
- Adds senior level project management capability to the regulatory and
environmental compliance arenas due to diverse experience, education and
training.

Bettie Watson
Senior Regulatory Coordinator - Fort Worth |

Bettie Watson joined New Tech Engineering in May, 2007, bringing with her over
33 years of experience in many facets of the Oil and Gas Industry. She
graduated with a BBA in Accounting in 1995.
- Assistant to the Comptroller of Texas Pacific Oil and Gas. Worked with the
Engineering Group as Senior Engineering Analyst, establishing procedures and
processes to maintain Marketing Regulatory within the guidelines of the NGPA of
1978.
- As a Marketing Consultant she established marketing controls for various client
companies for timely contract negotiations.
- Strong Regulatory and Operations knowledge in Texas, Louisiana, Mississippi,
Oklahoma, New Mexico, Wyoming and Arkansas

Julie Monaghan is a graduate of the University of Texas, Arlington, 2004. Ms.
Monaghan joined New Tech engineering in August, 2006.
- Strong Regulatory knowledge of the Barnett Shale play in Texas and the rules and
regulations of the Railroad Commission
- Knowledgeable of Tax Severance qualifications and efficient at obtaining maximum
savings to operators in deep gas and tight gas sands fields
- Works as a liaison between operators and engineers, coordinating and preparing
timely filings with State Agencies

April Maxey joined the New Tech Engineering team July, 2002 in the Houston
office and promoted to an analyst in the Fort Worth office November, 2007.
- Strong knowledge in processes for set up, maintaining and filing monthly,
quarterly and annual filings of Production Reporting in all states with emphasis
on Texas, Louisiana, Colorado, Oklahoma and the Texas General Land Office.
- Experienced in compliance of Barnett Shale play and the rules and regulations of
the State of Texas Railroad Commission.
